JANUARY 2009When you buy a new cpu or gpu [central processing unit or graphics processing unit] they come at the default speed of their setting's. Most hardware can be overclocked to add more power, as in more speed in gaming. When you do it correctly without crossing the line damaging the chip, with possible burnout, overheating. Although cpu's and more so gpu's can still work again if their temps have been over 80 degree's c, it's best to keep temperature down on the circuit to under 30 degree's c, the cooler the better in fact. With big overclocks from running hardware at 0 degree's -.
Every computer i have built for myself i like to find the sweetspot for power with what hardware i use.
Different motherboards, gpu's, cpu's, memory can overclock different. Some motherboards are bad at overclocking or don't have the facility.
The motherboard i use now, overclocks really well. The 4600+ is two cores running at 2400mhz, with this setup i can run the cores at 3000 mhz, with the 600 mhz jump i notice the difference in speed in games. With games like far cry 2 running at full detail in multiplayer at 90 fps average. This is very fast and good for a first person shooter as these need to run faster than say rpg's.
If a fps game runs under 30 fps you start to notice the overall speed the game runs at. Although under 30 fps is ok for say role playing games.

Using 5600+ @ 3.0ghz very slight overclock
Gainward GTS250, a bit more speed than a 8800gt.
Now there is different types of cooling for pc's like water cooling kits what are very good at keeping temps down. But for now i'll talk about standard air cooling as in fans for cooling. The more power a fan has the cooler it will keep it. The only problem with fans is they can be noisy, some very noisy, but there are lots of companies like coolermaster who make all kinds of wonderful coolers.

GPU's when you buy them or get a pc with them in come at default speeds of their chips.
Every year for computers two major companies in GPU'S, ATI and NVIDIA release new gpu's. Much the same with a lot of hardware like CPU'S. They both also make the chips GPU'S for microsft's console and Sony's PS3, the xbox 360 has an ATI R500 and the PS3 has a G71 chip what is basically a 7800 gtx [ GEFORCE 7], for consoles that is impressive but now we are on geforce 9+, what has some most impressive pixel pumping power !!
Normally these two big companies have low/mid/high end chips released each year and both battle each other for fastest and most powerful.
I will talk about a 8800 GT and how it can be overclocked. There are many overclocking programs, i have used most with different makes over the years. Now the best and most stable with good features is Rivatuner, this is updated regulary when new GPU'S come out and support for it is second to none.
Some cards can be overclocked and also UNLOCKED to open up more speed and power and even make it run like it is a Higher end chip. But there is a risk sometimes with it and it just depends on luck of the draw as each same chip can differ in performance slightly depending on the chip DIE.
